Contract Vehicles
DPTS has signed a number of major task-order contracts with the Federal government. These contracts run the gamut of our service offerings.
Our contracts include providing healthcare, engineering and business solutions to the military services, acquisition and logistics to the Defense Logistics Agency, logistics and technical support for the US Navy, and conference management services to support the US Army. Many are government-wide acquisition contracts, which allow the company to provide specific types of services to all Federal organizations.

DPTS supports the Air Force ACC's indefinite delivery/indefinite quantity (ID/IQ) CAAS III contract vehicle as one of four small business primes. Under this contract, support is provided in one of three business areas: (1) management and professional services; (2) studies, analysis and evaluations; and, (3) engineering and technical services. ACC issues task orders, primarily time and material (T&M) and firm fixed price (FFP), which are competitively bid by DPTS using approved labor categories and ceiling rates. Work is performed for ACC headquarters at Langley Air Force Base, VA or at 15 ACC locations across the United States.
Use of this vehicle is open to Headquarters ACC wings/bases, and ACC units both at CONUS / OCONUS locations. The CAAS III period of performance consists of a base year and four (one-year) option periods.

CAAS IV is the ACC and the Air Force District of Washington's strategic initiative to provide Advisory and Assistance Services (A&AS) to United States Air Force customers. DPTS is part of a large and small business team and the work is performed at both CONUS and OCONUS locations.
The contract vehicle was awarded on November 29, 2011 with a period of performance that consists of a base year and four (one-year) option periods. Work is being performed at ACC headquarters at Langley AFB, VA; 13 major ACC locations (wing/bases); and, additional ACC organizations with Host Tenant Support Agreements (HTSAs). CAAS IV also supports the Air Force District of Washington customers, to include Headquarters Air Force (HAF), Secretary of the Air Force (SAF), and the Air Force Office of Special Investigations (AFOSI).
As an indefinite delivery/indefinite quantity (ID/IQ) contract, task orders are released to all prime contractors for competitive bidding. Task orders valued at $1,000,000 annually, or less, are restricted to small business primes while task orders, over this threshold, are distributed to the larger business primes.
CAAS IV is the preferred contract vehicle for both Air Combat Command and Air Force District of Washington requirements.

The ACCESS contract offers a streamlined approach to procuring Advisory and Assistance Services (A&AS) support to accomplish the goals, objectives and priorities of organizations at Wright-Patterson Air Force Base, OH.
The contract enables DPTS to bid on individual delivery orders under the ACCESS indefinite delivery/indefinite quantity (ID/IQ) contract structure. The Naval Sea Systems Command (NAVSEA) Warfare Centers established the SeaPort-) multiple award contract. This contract vehicle utilizes a web-based e-business procurement portal to facilitate performance-based service acquisition, leverage buying power, improved business intelligence, and reduced cycle time. The ordering community of SeaPort-e has expanded to include activities for: Virtual Systems Command (SYSCOM), Military Sealift Command, Strategic Systems Programs, Defense Threat Reduction Agency (DTRA), and the United States Marine Corps.
As a flexible contract, with low administrative costs due to a highly streamlined task order process, SeaPort-e provides engineering, technical, and programmatic support services that potentially span the entire spectrum of mission areas supported by the Virtual SYSCOM. It has a five-year base period and two (five-year) award periods. Task orders are cost-reimbursement or fixed-price type of contracts and the use of contractor teams and subcontractors are encouraged.
