DPTS Adds to Executive Management Team

Names Cindi Allen as Executive Vice President

Quantico, VA– January 2007 - DPTS announced today that Ms. Cindi Allen has joined the company as Executive Vice President. In this newly created position, Allen will oversee the DPTS human resources, contracts management, business logistics, and facility management divisions. Allen will focus her efforts on ensuring efficient and client-driven quality processes through the administrative and business support arms of the corporation. Allen will report directly to DPTS President and CEO Ms. Darla Portillo, who said, “The depth and breadth of Cindi’s contract experience will serve DPTS well in providing our clients with the solutions they need to achieve their project goals.”

 

Allen joins DPTS with more than 25 years experience working with all facets of contract negotiations. “I am thrilled to join DPTS and I look forward to working closely with Ms. Portillo in continuing to provide our industry partners with the highest level of customer service they have come to expect from DPTS,” said Allen.

 

Prior to joining DPTS, Allen served for five years as the Vice President of Contracts for LTM, INC. where she directly supported the CFO with preparation and analysis of contracts. Allen was responsible for all aspects of contract management including RFP/RFQ analysis, pricing, contract negotiation and administration of contracting activities.

 

After investing more than 14 years in her field, Allen launched her own consulting firm in 1997. As an Independent Consultant, Allen was a critical partner for numerous government agencies and provided program management support for contracts within the Treasury Department, the Defense Information Support Agency (DISA), and the Justice Department for nearly six years. As an adviser to multiple government contractors, Allen used her expertise to solve complex contractual issues, assist with proposal preparation, and provide innovative technology solutions.

 

Previously, Allen worked as a Director of Business at Capitol Technology Inc. (1996-1997) and held the positions of Director of Planning (1988-1993) and Manager of Contracts (1983-1988) at Rail Company.

 

A native of Pensacola, FL, Allen has earned multiple course certifications from George Washington University on Contract Administration, Subcontracting, and Best Value Source Selection. She has three children and currently resides in Manassas, VA with her husband.
