Darla
Portillo,
President & CEO

Darla Portillo’s career in the information technology, scientific and acquisition fields spans more than 20 years. As founder and president of DP Technology Services, Inc., she has grown DPTS into an awarding-winning professional services firm, specializing in healthcare services, acquisition and technical services, business and financial management, and advisory and assistance support serving Federal government and military clients. In 2010, DPTS received the Washington Technology Fast 50 Award. Prior to starting DPTS, Darla successfully worked in the Government contractor industry, where she negotiated and managed several large-scale Federal government contracts for various Federal service providers including SAIC, RSIS, Preferred Systems Solutions, CTI, and Rail Company. Darla received her Bachelor of Arts degree in Business Administration from Strayer University and received her Contract Management Certification from the University of Virginia.

Darla is an active member of the National Capital region’s business community. She enjoys salsa dancing and spending time with her family.

Stephanie
Reese,
Vice President

As Vice President, Stephanie Reese manages all business development, capture management, proposal development, marketing communications, and press relations efforts for DPTS. Stephanie has 18 years of capture management, marketing communications and press relations experience within the Federal /State government and commercial industry. Throughout her career, Stephanie has successfully managed all aspects of more than 150 multi-million dollar Federal and State capture and proposal development efforts across various technical specialties; with an excellent win rate. She also has 20 years of experience developing and implementing marketing communications strategies within Federal contractor and commercial firms. Prior to joining the DPTS team, Stephanie worked as a marketing, proposal and capture management consultant for several small and large Federal contractors; winning more than $100M in business opportunities for various clients. While working in the commercial industry for Computer Associates (CA), Stephanie managed the internal and external marketing efforts for 10 specialty service practice areas, developed services program marketing initiatives, spearheaded the CA Professional Services internal and external websites, managed all CA Professional Services tradeshow efforts, and served as Project Lead for the global launch of CA’s Service Retainer Program for 16 OS/390 clients. She also held a number of marketing and proposal management positions for various Federal service providers including RSIS, Integrated Communication Solutions, and Vanstar/Inacom. Stephanie received her Bachelor of Arts degree in Communications/Public Relations from NC State University.

Stephanie is a native Washingtonian that enjoys volunteering within the local community and spending time with her family.

Carl
Reed,
Vice President of Healthcare Operations

Carl B. Reed, DPTS Vice President of Healthcare Operations joined the DPTS Team in 2007. He is a decorated USAF veteran with more than 16 years of experience in supporting DoD Military Health Systems operations. Carl earned his Master’s Degree in Business Administration (Technology Management emphasis) in 1998 from the University of Phoenix. He also has B.S. degree in Computer Science and an A.A.S. degree in Electrical Engineering Technology. Mr. Reed leads our Health Care Operations Program Management Office in delivering premium clinical and medical administrative services to the DoD. His experience with DoD MHS operations is invaluable as he contributes his knowledge of MHS information systems and their operation at medical treatment facilities. His expertise for revenue cycle systems and expert skills in developing IT solutions to resolve revenue cycle and operational issues aids in his management of all contracts, task orders, and personnel associated with providing healthcare services under our USAF Medical Administrative Support Services contract. Carl has 23 years of management / leadership experience and more than 20 years of experience in system analysis, application design in the hospital/clinic environment and in managing and building teams to provide applications and services to military hospitals and clinics.

Carl is an avid golfer and spends much of his rare spare time in activities with his family.

Brad
Bergman,
Director of Operations and Business Development

Brad Bergman is a retired USMC Major with more than 23 years of aviation supply, logistics, and maintenance experience. He received a B.A. degree in Business Administration/HR Management (Summa Cum Laude) from Strayer University in 2008; an A.A. degree in Supervisory Leadership and Management from Hawaii Pacific University in 1995. Brad served aboard numerous amphibious ships in support of “real world” contingency operations supporting Marine Aviation Combat Element. He served as Assistant Maintenance Officer/Maintenance Control Officer for four CH-46D search and rescue helicopters with approximately 120 Marines where all aircraft were 100% mission capable 88% of the time. Brad served as the Aviation Department Head for six Marine Helicopter Squadrons and three F/A-18 squadrons and 155 Marines and Sailors and oversaw $300M in assets with an annual budget of $55M. He served as Aviation Logistics Department Head (150 Marines and Sailors) supporting nine F/A-18 squadrons, oversaw assets at $400M and an annual budget of $80M, and kept a constant 80% readiness rate. Brad served as a Senior Analyst II at DLA Richmond in support of the Aviation Operations Directorate forming BCAs, performing data analysis, reviewing procurement and contracting data for best business practices to government acquisition requirements. He served as Deputy PM on a 240 FTE backorder reduction/contract administrative task order and oversaw employee base, government relations, and daily/weekly/monthly input. While supporting DLA at the Defense Supply Center Richmond (DSCR) for 14 years, he managed teams of 30+ personnel that provided acquisition and logistics services for all DoD weapons systems. Brad has been with DPTS since August 2007 when he joined the company to manage DPTS’s DLA Specialized Support Program contract. He is currently the Director of DPTS Advisory and Assistance and Facilities Support operations business lines. Brad directs business operations for several DPTS government contracts (US Navy, US Air Force, and DLA) and serves as the liaison for government personnel and team partners. Brad has extensive experience directing teams of personnel for medium-to-large-scale contracts.

Brad is very active in the community with his wife and three children.

Gladys
Arias,
Senior Human Resources Manager

As Senior HR Manager, Gladys Arias directs all human resources programs to include planning of organizational resource strategies, management of personnel issues, management of employee development and relations, and management all corporate benefit programs. Gladys has 24 years of human resources management within the Federal government contracting industry; working for SAIC, DynCorp and GTE Spacenet Corporation. Throughout her career, Gladys has managed human resources programs for Defense, Homeland Security, Telecommunications, Electronics, Sales, Software, and Engineering specialty groups. She has extensive experience managing the delivery of all human resources services such as staffing/recruitment, terminations/separations, administration of compensation and employee benefits, EEO and Affirmative Action, as well as employee retention programs and resolution of all employee relations issues. Gladys received her Bachelor of Science degree in Business Management from Strayer University. Gladys is an active member in the Society of Human Resources Management and World at Work.

Gladys is active in the community and enjoys spending time with her children.
